The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are fought: positive announcements are released from different nations. Significant resources is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, presumably provided by Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a assumption understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a total frontline collapse until circumstances change in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
